What do I have to do to give Secure Clips permission to use the accessibility service?
The various devices may have the setting to configure accessibility permission in different places in the Android settings.
Normally, you open the Android settings, select "Accessibility", select "Secure Clips" and activate the switch.
TIP: you can open the device settings to set the accessibility permission from the app.
NOTE: in some devices, the option to activate the accessibility service is linked to "battery optimization" and/or with the activation of "restricted setting".

I gave permission to use the "accessibility service" but I don't see the popup to copy and paste text (and/or the quick settings tiles doesn't work).
In some devices it is necessary to give permission to the application to display popups from a background service.
The setting is in the app's information page.
Open the Android settings, select "Apps", select "Secure Clips" and search for the permission in one of the items on this page.

Why is it not clear in the "three-dot" submenu which items are for copying and pasting text?
Some manufacturers have decided to change the default display of entries in the "three-dot" submenu by truncating, unnecessarily, the entries.
In these cases, instead of seeing "Copy to SecClips" and "Paste from SecClips" you may only see "SecClips".
To mitigate this inconvenience you could enable the setting "Show abbreviated text in menu". By enabling the setting the "Copy to SecClips" and "Paste from SecClips" entries will become "CopySC" and "PasteSC".
